[transfer_KELSALL, Henry].
No percentages. No inferred transfers.
Optional party names can be added in [candidate_parties].
Config
Paste a config with [first_preferences], optional [candidate_parties],
and one section per excluded candidate. The simulator applies each transfer section in the order it appears in the file.
